Housing Connections General Terms and Conditions

Purpose
Housing Connections maintains this Internet web site as a service to the community and is intended to provide convenient, rapid, cost-effective access to relevant information regarding affordable, accessible and special needs housing and housing services in Vietnam: Danang, Hoi An, Nha Trang, Hai Phong. Housing Connections is operated in partnership with the City of Portland Bureau of Housing and Community Development and the Bureau of Information Technology, Corporate GIS Division.

Terms of Agreement
Housing Connections offers you access to the Housingconnections.org website in exchange for your agreement to accept and comply with the terms, conditions, and notices stated here and as may be modified by Housingconnections.org from time-to-time. Housingconnections.org refers to these terms, conditions, and notices, whether modified or unmodified, as the Agreement or “Terms and Conditions”. Housingconnections.org reserves the right to modify in its sole discretion these “Terms and Conditions” and/or the Housingconnections.org web site without providing notification. Content Guidelines in Vietnam

You agree not to post, upload or transmit to the site or Housing Connections servers any communications, text, graphics or other information (collectively, “Material”) that:

  • is obscene, fraudulent, indecent, discourteous, racially offensive, or abusive;
  • defames, abuses, harasses or threatens others;
  • contains any viruses, Trojan horses, worms, time bombs, cancelbots, or other disabling devices or other harmful component intended to damage, detrimentally interfere with, surreptitiously intercept or expropriate any system, data or personal information;
  • advocates or encourages any illegal activity;
  • infringes upon the copyright, patent, trademark, trade secret, publicity right or other intellectual property or proprietary right of any third party;
  • violates the privacy of individuals, including other users of the Sites; or
  • violates any applicable local, state, national, or international law, including, but not limited to,

    Housing Connections in its sole discretion shall determine your compliance with the foregoing guidelines and reserves the right to delete from the Site, without prior notice, any material that it deems to be non-complying or otherwise objectionable for any reason. Housing Connections may take any action with respect to the Material if Housing Connections believes, in its sole discretion, that the Material may create liability for itself or any third parties or may cause Housing Connections to lose (in whole or in part) users.

    Information Accuracy

  • In consideration of your use of Housing Connections, you will: (a) provide true, accurate, current and complete information about yourself and your business and (b) maintain and promptly update the company, user, property or service data to keep it true, accurate, current and complete. If you provide any information that is untrue, inaccurate, not current or incomplete, or Housing Connections has reasonable grounds to suspect that such information is untrue, inaccurate, not current or incomplete, Housing Connections has the right to suspend or terminate your account and refuse any and all current or future use of the Services (or any portion thereof).

    Information regarding properties and services listed in the system is expected to be kept up-to-date and accurate by property companies and agencies listing the information. Housing Connections uses reasonable efforts to be as comprehensive, factual, accurate and up-to-date as possible, but makes no warranties or representations, either expressed or implied, as to accuracy or completeness to information on this site or other sites to which this site links.

    Housing Connections provides information and referral services. Housing Connections does not certify the character of landlords, property managers, agencies, agency staff or renters using this web site, or the quality of properties and services listed on this web site. Housing Connections users are advised to carefully screen information and referrals and Housing Connections disclaims any liability therewith.

    Linking Policy
    Housing Connections is a City of Portland website. The web site, www.housingconnections.org, contains links to sites that are not maintained by Housing Connections that may enhance or supplement information provided by the site. The City of Portland is not responsible for the content of those sites and cannot guarantee that sites will not change without our knowledge. Inclusion of a link on this site does not imply Housing Connection’s or the City of Portland’s endorsement of the site or agreement with the content thereof.

    The City of Portland prohibits links on City web sites that violate the City’s policy of nondiscrimination, violate any City Code or policy, or that imply commercial or political endorsement.     Right to Terminate Use of Site and Accounts
    Housing Connections reserves the right to terminate this Agreement, terminate any user account, or remove the listing of any property or service immediately, without notice for any or no cause, at any time. Without limiting the preceding sentence, Housing Connections may terminate your use of the Services or access to the Site immediately and without notice if: (a) you breach the Terms and Conditions; (b) you infringe the intellectual property rights of a third party in connection with the Services; (c) Housing Connections is unable to verify or authenticate any information you provide to it, or (d) any material uploaded or transmitted by you to the Sites violate any applicable laws, rights of any third party or content guidelines above.

    Housing Connections reserves, within the lawful limits of Title VI of the Civil Rights Act of 1964, as amended, the right to refuse services to anyone.

    Housing Connections was developed to help renters find affordable housing in the Portland metro area. Therefore, we ask that landlords list only properties that are in Multnomah, Clackamas, Washington, or Clark Counties and that meet the Housing Connections rent caps.

Are You Familiar with Your Rights & Responsibilities under Fair Housing Law?

Be sure to check in with the Fair Housing Council of Oregon (FHCO). The Council serves Oregon and Southwest WA offering free information and assistance to both tenants and housing providers pertaining to fair housing (civil rights) laws.
The Council promotes equal access to housing by providing education, outreach, technical assistance, and enforcement opportunities specifically related to federal, state, and local fair housing laws. These laws protect against illegal housing discrimination based on “protected class status” in any housing transaction and, in fact, any housing situation. Fair Housing Laws Apply To:

  • individual homes, duplexes, multifamily housing (apartments, condos, and townhomes), retirement housing, adult foster homes and long-term care facilities, homeless shelters and other nonprofit housing, etc.
  • sales, rentals, mortgage lending, building and construction, home insurance, appraisals, and inspections, as well as neighbor-on-neighbor harassment

Want to Become a Successful Tenant? Rent Well can Help

Renting is more complicated than many people understand.  It’s a business relationship, and you need to understand your rights and responsibilities to be a successful renter.
Rent Well is a 15-hour tenant education class that helps you become a successful, stable renter by providing information that can help you build a positive relationship with your landlord. Additionally, if you have ever been denied housing, Rent Well can help you explore any screening barriers you may have, such as evictions, credit problems, or criminal history. The class will walk you through steps to address those barriers and prepare you to be a successful, stable tenant in the future.

Who can benefit from the Rent Well Tenant Education Program?

People who have never rented before and have no rental history or those with no recent rental history due to homelessness
People who have a poor rental history or rental screening barriers like evictions, bad credit and poor landlord references
People who have criminal histories
People who have a good rental history but want to better understand their rights and responsibilities as a tenant

Tenant responsibilities and rights
How to use good communication skills with your landlord
How to be a good neighbor
How to maintain a clean, safe and healthy home

When and where are classes held?

If you are a client of a community agency check with that agency first to find out if there may be a Rent Well class available for you.

Rent Well classes are held at a wide variety of community agencies for their clients and for those who meet their eligibility criteria.
